摘要
C4ISR系统是大型复杂的**信息系统,在其评估指标中既包含可获得精确数值的定量指标,也包含难以量化的、模糊的、不确定的定性指标,难以对其效能进行准确的综合评估。在建立的某C4ISR系统的效能评估指标体系基础上,提出了基于云模型和专家群体决策的C4ISR系统效能评估方法。利用该方法,评估专家可根据不同的评估指标类型及自身认识和偏好,选择精确值、区间数或语言变量表示其评估结果。然后,将评估结果统一转换为云模型进行运算,得到C4ISR系统效能综合评估结果。通过实例表明该方法有效可行,评估结果符合客观实际,可提供合理的结论,对C4ISR系统的发展建设和改进具有一定的指导意义。
Abstract
C4ISR system is a complex giant military information system and its effectiveness evaluation is a challenging topic.The reason lies in that some criterions can be represented by accurate figureswhile others may be fuzzyuncertain and difficult to quantify.Thereforewe proposed a new effectiveness evaluation method for C4ISR system based on cloud model and group decision.With the methodthe experts can express their opinions by exact valuesinterval numbersor even linguistic variablesaccording to different criterion types and their own preferences.Thenevaluation results were all transformed into normal cloudsand the comprehensive evaluation result of the C4ISR system was calculated out by weighted average operator.At lasta practical example indicates that the method is effective and feasibleand the result is objective and can provide reasonable identification conclusionwhich will be useful to the development and improvement of C4ISR system.
