构建指挥信息系统评价指标体系, 实现对指挥信息系统的度量和测算, 是贯穿指挥信息系统建设全生命周期的重要工作。当前有很多对指挥信息系统指标体系的划分方法, 其特点、适用范围和得出的结论各不相同, 本文综合分析了当前普遍采用的3种指标体系划分方法, 即面向能力、面向过程和面向质量等方法, 并对3种划分方法进行了详细说明和综合对比分析, 给出了各方法的优缺点和适用范围, 并在此基础上, 综合运用这3种方法, 提出了指挥信息系统指标体系总体结构。

The establishment of an evaluating index system for C4ISR to realize system effectiveness evaluation is very important during in the whole life cycle of C4ISR construction.There are a lot of partitioning methods for the index system and their characteristics applicable ranges and conclusions are all different. In this paper three partitioning methods of ability oriented course oriented and quality oriented are analyzed.The advantages disadvantages and applicable ranges of each method are presented.An index system architecture of C4ISR is given by using the three methods synthetically.
